This memorial website was created in the memory of our loved one,
Elton Ray Francis (Tweety) who was born September 17, 1959 to Marshall Lanier Francis and Charles Etta (Jackson) Francis in Tucson, Arizona. Elton was the first of four sons born into the Francis union.

His legacy
Otherwise Known As Tweety  
Elton confessed to Jesus Christ at an early age and joined St. Paul Independent Methodist Episcopal Church in Abilene, Texas. The family moved to Giddings, Texas in 1975 where he joined Shorter Chapel African Methodist Episcopal Church. Elton actively participated in the Sunday School program and the Young People’s Department (YPD).

In 1977, Elton graduated from Giddings High School. He excelled in the track and field and was the 1977, 200 meter Texas State champion. He served briefly in the U.S. Air Force. He later attended Southwest Texas State University (recently changed to Texas State) at San Marcos, Texas on a track scholarship where he won multiple conference championships and was a two time All American and a world class sprinter. Today, some 25 years later, Tweety still holds the 100 meter record (10.27) at Texas State. Throughout his life, Tweety remained an avid track and field fan, who supported the sport as a coach, mentor and educator. His other passion was music with a special love for Old School…. Earth, Wind & Fire, The Bar-Kays, Stevie Wonder and Parliament, just to name of few. He was renowned for his unrivaled DJ skills, musical mixes and extensive CD, album and cassette collections.

Elton began his employment career at Gary Job Corp (San Marcos, Texas) where he was a dedicated and hard working employee. He then joined the staff of the The Texas School for the Deaf (Austin, Texas), where he became fluent in sign language. Most recently, he was employed at Solectron (U.S. Security Inc.) in Austin, Texas where he earned the respect and admiration of his coworkers and the customers which he came in contact with.

On June 8, 1991, Elton married Dubbie (Deb) Lipsey, who preceded him in death.

On September 2, 2006 he married Emma Jean Lewis Dibbles. On Sunday, September 3rd around 2:40 pm, Elton finished his last race surrounded by his loving family. He leaves a cherished legacy of love and inspiration to his wife, Emma and from his first marriage, his caring step children Tamika, Dion and Tiffany and grand-daughter Tatiyana all residing in Austin, Texas. His devoted parents; Marshall and Charles Etta Francis, his loving brothers; Anthony Francis Sr. (Marilyn) all residing in Giddings, Texas; Michael Francis (Janel Jefferson) of Simi Valley, California; and Brian Francis of Austin, Texas. A special niece and nephews; Natasha (Nicole) Francis of San Antonio, Texas and Anthony Francis, Jr. of Norman, Oklahoma; Joe Lipsey, Jr. other relatives include a host of loving Aunts, Uncles and cousins; college, track and hometown friends and anyone and everyone that he met.
